This one-day seminar is designed for patrol officers, supervisors, and upper-level management who are involved in or interested in the effective management of property and evidence within law enforcement agencies. We will provide attendees with a comprehensive understanding of the best practices for managing, storing, and auditing evidence, while addressing the challenges associated with maintaining evidence security and compliance. Attendees will also be familiarized with legal standards, auditing procedures, and policies related to evidence handling.

Instructors:

·         Chief Charles Femino, Ret. Esq.

Charles is a well accomplished law enforcement leader with more than 40 years of progressive policing experience. He has served in roles within public and private law enforcement agencies. Charles has held leadership positions in multiple areas, including operations, investigations, and training. He most recently served as Chief of Police with the Somerville Police Department from 2020-2024.

Charles is a licensed and practicing attorney in the state of Massachusetts. He possesses a bachelor’s degree in criminal justice from Northeastern University, a master’s degree in education from Boston University, and is a graduate of the FBI National Academy (Session 238).

·         Lieutenant Michael Perrone

Michael is a 14-year veteran of the Somerville Police Department who has extensive experience in first line and mid-level supervisory positions including Patrol, Criminal Investigation Division, and Family Services. He currently oversees the Division of Professional Standards and the department’s Accreditation Unit.

Michael possesses a bachelor’s degree in business administration from Rivier University and worked in the Financial Services industry for 8 years before becoming a Law Enforcement Officer. He also possesses a graduate certificate in security studies from the University of Massachusetts Lowell as well as a master’s degree in criminal justice from the University of Massachusetts Lowell.
